The Global Business Mobility (GBM) routes were introduced to allow overseas businesses to send employees to the UK on a temporary basis for specific business purposes. Rather than being a general immigration route, this framework is designed to support international companies that need to move staff to the UK as part of their operations.
There are five distinct routes within this framework:
- Senior or Specialist Worker
- Graduate Trainee
- Service Supplier
- Secondment Worker
- UK Expansion Worker route
Among these, the Expansion Worker route is particularly important for businesses looking to establish a presence in the UK.
What is the UK Expansion Worker Route?
The UK Expansion Worker visa allows an overseas business to send senior employees to the UK to set up a new branch or subsidiary, provided the business has not yet commenced trading in the UK.
In simple terms, a company can establish a presence (such as registering a company or setting up an office), but it must not begin trading. Once it starts active business operations, this route can no longer be used.
Purpose of the Route
This route was introduced to make it easier for overseas businesses to expand into the UK while maintaining tighter immigration control. It effectively replaced the previous Representative of an Overseas Business route, but with more structure and stricter compliance requirements.
The main aim is to allow companies to send trusted senior staff to establish operations in the UK. At the same time, it ensures that the route is used only for genuine business expansion and not as a long-term migration pathway.
Eligibility Requirements
To qualify under this route, an applicant must:
- Be an existing employee of an overseas business
- Be sponsored by that business through a valid Certificate of Sponsorship
- Be coming to the UK in a senior or specialist role
- Meet the required salary threshold
- Usually have worked for the business for at least 12 months (unless exempt due to high
salary)
The salary must meet the minimum threshold, which is currently set at £52,500 or the going rate
for the role, whichever is higher.
Key Features and Conditions
This route is strictly temporary and comes with clear limitations.
1. Duration
Permission is normally granted for up to 12 months initially, with the possibility of extending for
a further 12 months. This means the maximum stay under this route is 2 years.
There are maximum cumulative stay limits across Global Business Mobility routes, meaning
individuals cannot remain in the UK indefinitely under this category.
2. Additional Limit on Stay
Where an individual has previously held permission under relevant routes, their total stay in the
UK is capped at 5 years in any 6-year period, including time spent on Global Business Mobility
routes and former Intra-Company routes.
3. What You Can Do
Individuals on this visa can:
- Work for their sponsoring employer
- Travel in and out of the UK
- Study
- Bring their partner and children as dependents
4. Restriction
There are also important restrictions:
- No access to public funds
- No additional employment outside the sponsored role
- No freedom to change employers
- No direct route to settlement
This last point is particularly important. This route does not lead to indefinite leave to remain and is not designed for long-term residence.
Business Requirements
The overseas business must be genuine, established and operating outside the UK, and have a clear plan to expand into the UK. It must also obtain a sponsor licence under this route before sending any workers.
The number of workers is usually limited to a small initial team, depending on sponsor licence allocation and business needs, as this route is intended for early-stage business expansion.
Practical Importance
In practical terms, this route is a business expansion mechanism, not a settlement route.
It allows companies to:
- Establish a UK presence
- Send senior staff to set up and manage the new operation
It is strictly temporary and designed to limit stay in the UK and prevent any path to settlement.
